The production of unstable nuclei and their application in secondary beam experiments is now the focus of interest at a number of radioactive beam facilities around the world. A description of the relevant reactions presents both a challenge to and new opportunities for theory. The initial production leaves a primordial nucleus in a highly excited state, followed by decays at increasing time scales, requiring a variety of theoretical methods. Peripheral reactions can provide structure and spectroscopic information of interest, in particular, to astrophysics. However, the reaction mechanism and single-particle structure are both complicated by the proximity of the continuum. Central reactions can yield information on the dependence of bulk nuclear properties on the isospin imbalance, needed for extrapolations to neutron-star matter. The workshop will bring together practitioners in different areas of reaction theory, allowing them to exchange ideas and identify new directions for progress. The deadline for applications has now passed.
